K3LL Duties & Responsibilities
A. Director
- As the Person Highly Responsible for Occupational Safety & Health.
- Ensure/guarantee the implementation of K3LL policies within its supervision and control area.
- Be aware of and adapt to the requirements of the Client’s workplace health and safety planning.
- Ensure/guarantee that all staff are aware of the need to work in accordance with all emergency or fire procedures determined by the Client’s department, namely Operation HSE (Health, Safety and Environmental).
- Ensure/guarantee that its staff and other representatives of PT. Envidata Inovasi Indonesia have resources in relation to time, safe transportation, safe plans and protective equipment that meet the Client’s policy guidelines and occupational safety requirements.
- Ensure that benefits are provided to positions from sources sufficient to satisfy all occupational health and safety requirements.
- Ensure/guarantee adequate first aid equipment and welfare facilities are available for its staff as required by relevant laws and regulations.
- Ensure that all levels of staff within the division receive appropriate HSE training and applicable instructions.
- Take such disciplinary action as may be appropriate against any member of staff who neglects his/her Occupational Health and Safety responsibilities.
- Ensure that regular consultations are carried out between management and staff regarding Occupational Health and Safety issues.
- Report as necessary to the Commissioner responsible for Occupational Health and Safety.
B. Manager
- Implement, coordinate and communicate all implementation of the HSE management system in the place under his/her responsibility.
- Ensure that the K3L Policy is implemented in the workplace for which he/she is responsible.
- Direct the Supervisor to create technical instructions, guidelines and safe work procedures and check them.
- Evaluate all incidents and find the root cause of each reported incident.
- Monitor all recommendations for improvement from findings during inspections, audits and follow-up of the root causes of incidents.
- Attend all management meetings that discuss the implementation of HSE management.
- Lead HSE meetings in the areas under his/her responsibility once a month.
- Reporting HSE management performance from the area under his/her responsibility to the Director once a month.
C. Supervisor
- Communicate and implement all HSSE management systems to all persons under his/her responsibility, using the HSE meeting report form.
- Ensure that the K3L Policy is implemented in the workplace for which he/she is responsible.
- Report all implementation of the regional HSE management system for which he/she is responsible to the Manager once a month, using the prescribed form.
- Evaluate each incident report and report each incident to his/her superior, using the “Incident Investigation Report” form.
- Create technical instructions, guidelines and safe work procedures for each type of work, such as SOP; Preventive Maintenance; Pre-use inspection.
- Carry out identification of potential hazards for each job that is his/her responsibility, using the “Job Safety Analysis” form (JSA Form).
- All potential hazards that have been identified must be evaluated for their level of danger using the Risk Assessment method and all risks that are grouped as high and medium risk must be prevented so that the risk level becomes low.
- Carry out identification of all equipment and parts that are critical to its control, using the “Critical Equipment Identification Report” form and the “Critical Equipment Parts Identification Report” form.
- Implement all recommendations from the results of inspections, audits or incident investigations (Incident & Accident) that have been approved by management and report the status of these recommendations to their superior Supervisor using the “Recommendation Follow-up Status Report” form.
- Hold HSE meetings as needed in the workplace for which he/she is responsible and report them to the Supervisor.
D. All Employees and Staff
- Cooperate with companies in the implementation of occupational safety.
- Observe Occupational Health and Safety regulations when at Clients’ workplaces.
- All employees who work participate in implementing company policies regarding K3LL. Each individual is required to maintain their own health and safety as well as the health and safety of others, while in the workplace.
- Each employee is also expected to actively participate in the K3LL program initiated by the company by complying with all rules and procedures and supporting the company’s initiatives to improve this very important area of activity.
- Participate in socializing K3LL programs in their workplace and residential environments as an inseparable unit.
E. HSE Officer
- Ensure the implementation of a safe working environment for both employees and equipment in the company area and guide/educate employees towards safe working procedures.
- Arrange daily work plan for HSE.
- Prepare/create correspondence regarding safety.
- Supervise stock of work safety items and make necessary material requisitions.
- Discuss/investigate and make accident reports and take necessary steps to prevent recurrence of similar incidents.
- Monitor road traffic safety and make changes to traffic flow to improve road traffic safety.
- Provide suggestions to other departments regarding things that are considered unsafe/not good.
- Organize supervision over the transportation of hazardous materials.
- Providing lectures/inductions to employees, company guests and others about occupational safety.
- Planning work programs for work safety.
- Planning a program of work safety meetings.
- Planning the budget for the occupational safety section.
- Planning a program to train employees in the field of occupational safety.
- Planning the replacement of posters, banners and other promotions in the field of occupational safety.
- Together with security, investigate every traffic accident and make a report.
F. Sub Contractor
- Following the K3L regulations made by the company. The company places special emphasis on safety and the need to carry out all work activities to avoid accidents.
- The Contractor shall not do anything to endanger himself or other employees, plant or equipment, whether through negligence, misuse of safety equipment or deliberate disregard for safety and good work procedures or through lack of consideration for the safety of any person.
- Contractors shall not interfere with or attempt to operate, repair or otherwise perform any machinery or equipment owned by other contractors, clients or owned by any other person that they are not authorized to operate or maintain or perform any other work.
- Contractor personnel must wear the correct work safety equipment and devices at all times.
- Contractors must report all potential K3L hazards as soon as possible to their Supervisor or HSE Officer.
- All accidents, whether involving personal injury or not, must be reported immediately to the supervisor or HSE Officer/Representative. An accident involving personal injury, however minor, should it occur, must be reported to the HSE Officer as soon as possible so that the victim can be treated appropriately for his/her injuries.
- Contractors must ensure that they are familiar with all emergency situations, Emergency Drills.
